Simpson granted 1 hand free during Vegas hearing

LAS VEGAS (AP) ? O.J. Simpson won a small victory on Tuesday when he returned to court for Day 2 of his attempt to win a new trial in his robbery case: A judge said he could have one hand unshackled to drink water and take notes.

Simpson managed a smile and a waist-high wave with his shackled hand as he entered the courtroom and found friends and family members in the audience.

Simpson's lawyers then convinced Clark County District Court Judge Linda Marie Bell to let the former football star and TV pitchman have his right hand free. His left hand was still cuffed to the arm of his chair.

Lawyers for Simpson are claiming that his trial lawyer, Yale Galanter, gave such bad legal advice and had such conflicted interests that Simpson deserves a new trial.

The 65-year-old Simpson is serving nine to 33 years in prison for leading five men in the armed robbery of two sports memorabilia dealers in a Las Vegas hotel room in 2007.

Galanter's former friend and co-counsel, Gabriel Grasso, returned to the stand on Tuesday with criticism about Galanter's promises and performance during the 2008 trial and conviction and later appeal.

Galanter needed Grasso as local counsel, because Galanter wasn't licensed to practice law in Nevada. But Galanter was in charge of the defense, Grasso said.

"I could advise O.J. all day long, and he was very respectful of me," Grasso testified. "But if I advised him of something different from what Yale said, he would do what Yale said."

It was Galanter's decision not to have Simpson testify, Grasso said.

Under questioning by H. Leon Simon, an attorney for the state, Grasso acknowledged the trial judge, Jackie Glass, specifically asked Simpson if he wanted to testify.

"Mr. Galanter told him, 'This is the way it's going to be,'" Grasso said

"That was his right. It's up to the defendant to choose not to testify, isn't it?" Simon said.

Under additional questioning by Palm minutes later, Grasso said, "I didn't think him not testifying was sound advice."

Galanter has declined to comment before his expected testimony on Friday.

Grasso testified that he and Galanter decided to focus their defense on Simpson's insistence that he didn't know any of the men with him the night of the confrontation had guns; that Simpson never saw a gun; and that Simpson only wanted to retrieve property that he believed had been stolen from him after his acquittal in 1995 in the slayings of his ex-wife and her friend in Los Angeles.

Grasso said he and Galanter considered other strategies, including that Simpson was drunk during the incident. But Grasso said he didn't think jurors would be convinced due to all the "baggage" Simpson brought to the trial.

He also said he thought Simpson sounded "very focused and direct" in an audio recording of words shouted during the confrontation.

"He didn't sound like a drunk person," Grasso testified.

The anticipated week-long hearing was taking place absent the fanfare that surrounded Simpson's "trial of the century" in Los Angeles and his 2008 trial in Las Vegas.

Seats went unfilled in the 45-seat courtroom gallery.

Grasso testified Monday that Galanter took money for himself, didn't pay him and refused to pay for experts to analyze crucial audio recordings that helped convict Simpson.

"Hey Gabe. Wanna be famous?" Grasso recalled Galanter asking as the two embarked on a relationship that later deteriorated into lawsuits over a handshake agreement to represent Simpson and split an expected $750,000 in legal fees ? a third for Grasso and two-thirds for Galanter.

Grasso said he was only paid $15,000, even though the weight of pretrial work fell to him.

He said Galanter kept telling him that he didn't have money to hire investigators or an expert to analyze the crucial audio recordings that were later played for the Simpson jury.

Grasso said he reviewed the recordings himself while watching his son's soccer games.

Simpson was scheduled to testify for the first time in the case on Wednesday.

Simpson, who will be 70 before he is eligible for parole, maintains that he wasn't.

After his acquittal on the murder charges, Simpson was found liable for damages in a civil wrongful death lawsuit and ordered to pay $33.5 million to the families of Nicole Brown Simpson and Ronald Goldman.

Ed Helms 'mortified' by 'Hangover III' escapade

Actors often have to take it on the chin for their roles. But few have had to deal with the kind of physical humiliation Ed Helms has suffered while playing Stu in three "Hangover" movies -- losing a tooth in the first film and getting a face tattoo in the second. And as he told TODAY's Matt Lauer Tuesday, the worst comes in the series' final installment, "The Hangover III."

"Every time I pick up a new 'Hangover' script I'm terrified what might happen to Stu. 'III' was no disappointment in that way," he said. "I can't say what happens, but ... when I read (the script), I was mortified because I'm kind of a conservative guy. And I was like, 'There's no way I'm going to do this!'"

Fortunately, he got over any concerns. But there's a lot of wrapping up going on in Helms' career at the moment -- in addition to it being the end of the "Hangover" movies, the TV series he's starred on and produced, "The Office," is about to end after nine seasons.

But he can't say much about what happens on the finale, either.

A fan asked Helms whether Andy, his character on "The Office," would end up a success in showbiz -- and he answered, "That's sort of the big answer for the finale. So I can't really answer that. Let's say Andy grows as a person, and hopefully it's chaotic and funny."

Then he added, "Terrible dodge of a question!"

Check out "The Hangover III," which opens in theaters on May 23, and the series finale of "The Office" on NBC on Thursday, starting with a special retrospective, at 8 p.m.

Sanctions hinder North Korea's atom bomb work

UNITED NATIONS (Reuters) - Increasingly tough financial sanctions, an arms embargo and other international restrictions on trade with North Korea have significantly delayed expansion of Pyongyang's illicit nuclear arms program, according to a confidential report by a U.N. panel of experts seen by Reuters on Tuesday.

"While the imposition of sanctions has not halted the development of nuclear and ballistic missile programs, it has in all likelihood considerably delayed (North Korea's) timetable and, through the imposition of financial sanctions and the bans on the trade in weapons, has choked off significant funding which would have been channeled into its prohibited activities," the 52-page report said.

In the report to the U.N. Security Council's North Korea sanctions committee, the panel also recommended sanctioning three North Korean entities and 12 individuals. It will be up to the 15-nation council whether or not it follows the recommendations.

The three entities the panel said should be blacklisted are the newly created Ministry of Atomic Energy Industry, the Munitions Industry Department of the Central Committee of the Korean Workers Party (KWP), and the State Space Development Bureau.

The individuals the panel wants sanctioned include the atomic energy industry minister, once he is nominated, and four senior officials at the KWP Munitions Industry Department.

It also recommends the blacklisting of one national from Kazakhstan, Aleksandr Viktorovich Zykov, and two from Ukraine, Iurii Lunov and Igor Karev-Popov, for their involvement in North Korea-related arms deals.

"The DPRK (North Korea) has continued to defy the international community in a series of actions which have heightened concern about its intentions," it said.

The panel listed North Korea's February nuclear test and its rocket launches as examples of violations that have increased international concerns about Pyongyang. It was North Korea's third nuclear test since 2006.

Pyongyang is under U.N., U.S., European Union and other sanctions, including a U.N. ban on all arms exports, due to its nuclear weapons program.

IMPORT-EXPORT

Among potential violations the panel listed were the seizure by a U.N. member state of aluminum alloys suspected to be nuclear-related in August 2012 and the seizure of missile-related items bound for Syria in May 2012.

Previous breaches included shipments of arms-related material to Syria in November 2010 and rocket fuses for Iran in 2008, the panel report said.

"The DPRK has continued its efforts to import and export items relevant to missile and nuclear programs and arms," it said. "There was no major change in either the number or nature of the incidents investigated by the panel over the reporting period."

The panel said countries should be on the lookout for North Korean attempts to procure the following key items for Pyongyang's nuclear program - maraging steel, frequency changers, high-strength aluminum alloy, fibrous or filiamentary materials, filament winding machines, ring magnets, semi-hard magnetic alloys in thin strip form and other items.

U.N. diplomats said that China, North Korea's principal ally and trading partner, continues to play a key role in enabling Pyongyang to skirt sanctions, though this is not discussed explicitly in the panel's report.

Beijing has vowed to push for full implementation of the latest round of U.N. sanctions adopted by the council in March, though it remains unclear how much China was keeping that promise.

Recently Bank of China Ltd shut the account of North Korea's main foreign exchange bank, the state-run Foreign Trade Bank, which was hit with U.S. sanctions in March after Washington accused it of helping finance Pyongyang's nuclear weapons program.

That closure was the first significant, publicly announced step taken by a Chinese firm to curb dealings with North Korea.

TARGETING BANKS

The U.N. financial restrictions are working, the panel said.

"The panel is highly confident that financial measures of the resolutions in general are being effectively implemented by major banks," the experts wrote.

"It has concerns, however, about the ability of banks in states with less effective regulators and those unable to afford effective compliance to detect and prevent illicit DPRK transfers," said the report, citing a case involving the Bank of Congo in the Republic of Congo.

It said the Bank of Congo processed a wire transfer linked with an attempted arms shipment in 2009 to an account in the name of a diplomat at North Korea's embassy in Beijing, but Banque de France refused to accept the transfer.

"This case illustrates how the DPRK makes use of its diplomatic officials in the conduct of prohibited activities ... and in the using bank accounts to shield illicit fund transfers from bank's due diligence procedures," the experts said.

The report also said a diplomat at the North Korean embassy in the Republic of Congo has been actively involved in negotiating the contracts for the arms shipments.

The panel said that since May 2012 Japan has reported nine cases of suspected violations of the ban involving luxury goods including alcohol, tobacco, electronic items, automobiles and cosmetics.

The Security Council sanctions resolution adopted in March drew attention to North Korean bulk cash deliveries, an issue the expert panel also touched on in its report. [ID:nL1N0BZ6V1] U.N. envoys say such transfers are often carried out by North Korean diplomatic personnel.

The panel report referred to North Korea's "trade-based money-laundering via front companies and agents to pay for illicit procurements and to transfer proceeds of sales of weapons and WMD-related items."

"It (North Korea) uses company formation agents to establish firms off-shore in locales where laws make it difficult or impossible to determine beneficial ownership," the panel said. "It may often conduct its banking under a similar name in a different country."

The panel also said North Korea continues to violate the Security Council ban on luxury goods.

"The DPRK circumvented sanctions using ... false shipping and customs declarations and the use of intermediaries to make payments either through hand carrying or wire transfers. In at least two instances the end users were falsely declared as a diplomatic mission in Pyongyang," it said.

It said the panel had also requested information from China on six earlier luxury goods cases. "China's customs officials told the panel that goods covered by the panel's 2012 report were not considered luxury goods," the experts wrote.

Farm bill: Still a little something for everyone

(AP) ? There's still a little something for everyone in massive farm bills that Congress is considering this week, even though the legislation would cut billions of dollars from federal farm and food subsidies.

The Senate version of the bill, to be considered by the Senate Agriculture Committee on Tuesday, makes concessions to Southern rice and peanut farmers, thanks to a new top Republican on the committee, Mississippi Sen. Thad Cochran. Because those Southern-grown crops rely on subsidies called direct payments that are being eliminated, the bill would make it easier for those farmers to receive alternate subsidies if prices dip.

The House bill, authored by Rep. Frank Lucas, R-Okla., and being considered by the House Agriculture Committee on Wednesday, is even more favorable to Southern farms, which are among the nation's biggest.

Each bill would eliminate $5 billion in annual direct payments that aren't tied to production or crop prices and would consolidate other programs. At the same time, the bills would create new programs with some of that money and raise the subsidies for some crops while business is booming in the agricultural sector.

Both bills would boost federally subsidized crop insurance and a new program that covers smaller losses on planted crops before crop insurance kicks in, favoring Midwestern corn and soybean farmers who use crop insurance most often.

Sen. Debbie Stabenow, D-Mich., chairwoman of the Senate Agriculture Committee, said the changes are meant to make farm programs more efficient. The Senate bill calls for roughly $2.4 billion a year in cuts, while the House would save $4 billion out of about $100 billion annually.

"Instead of subsidies that pay out every year even in good times, the bill creates risk management tools that support farmers when they are negatively impacted by weather disaster or market events beyond their control," she said.

The two bills are further apart on domestic food aid. The Senate bill would cut $400 million out of almost $80 billion spent annually on food stamps, now known as the Supplemental Nutrition Assistance Program, or SNAP. In an effort to appease conservatives, the House bill would cut $2 billion annually from the program and rewrite policy that allows some people who already receive benefits to automatically receive food stamps.

Balancing the cutbacks important to conservatives with maintaining the generous safety net that farmers have relied on for decades will be key to getting the bill passed before current farm programs expire Sept. 30.

This is the third year in a row that farm-state lawmakers have tried to push the bill through; though it passed the Senate, the House declined to take up the bill last year after conservatives in that chamber objected to the bill's cost and insisted on higher cuts to food stamps. House leaders have given supporters more optimism this year as they have said they plan to put the measure on the floor this summer.

Longtime critics of farm policy say that even with the belt-tightening, the legislation is still a giveaway to the largest farms which tend to receive the largest shares of the subsidies.

"It's very disappointing in a time of runaway deficits and record farm income," says Scott Faber of the Environmental Working Group.

Farm groups defend the policy by using last year's drought as an example. Despite widespread losses, federally subsidized crop insurance helped farmers recover.

Astronaut mom savors Mother's Day before 6-month space trip

NASA astronaut Karen Nyberg is launching on a six-month mission to the International Space Station this month, so she's making sure to savor this Mother's Day with her 3-year-old son and her husband, who also happens to be an astronaut.

Nyberg and her husband, NASA astronaut Doug Hurley, are in Moscow for Mother's Day and she described the challenges of balancing?life as astronaut and a mom?to Parenting Magazine while counting down to a May 28 launch to the International Space Station.?

Nyberg first flew in space in 2008, launching on the shuttle Discovery and spending two weeks at the space station. But that was before her son Jack, now a toddler, was born. Now she is preparing for her first long-duration mission in space, which can be tough for any parent, Nyberg said. [Life on the Space Station: A Video Guide]

"The longest I've been away from him at this point is about five weeks. He's 3 years old, so it's really hard to tell exactly what he understands,"?Nyberg told Parenting magazine. "But we do tell him that mommy is going to live on the space station.?

Nyberg told Parenting magazine that her plans for?Mother's Day?include relaxing with her family in Russia, where she has been completing final preparations, exams and simulations for her role on Expedition 36/37.

On May 28, a Russian Soyuz spacecraft is scheduled to take Nyberg and two crewmates from the Baikonur Cosmodrome in Kazakhstan to their temporary home, more than 200 miles (320 kilometers) above Earth's surface.

While the Internet, weekly video conferences and an Internet protocol telephone help International Space Station?crews stay in touch with family and friends on Earth, all astronauts who have logged long weeks in orbit deal with leaving loved ones back home. Many have talked about how they prepare for their separation.

"You want to make sure that your family is involved with that adventure you're about to have ? that experience you're about to have," Nicole Stott, who has logged more than 100 days in space, said in a recent?NASA video.

Astronaut Nicole Stott is no stranger to long-distance relationships. As a veteran space-flyer, Nicole has spent more than 100 days in space, and as a wife and mother, knows well the unique aspects and challenges of being away from family.

Nyberg has been doing just that. She admits it has been hard to tell what her 3-year-old really understands, be he knows his mom is headed to the space station.

She also told Parenting magazine that she's looking forward to sending him videos and showing him what?everyday tasks look like on the space station?? that is, when she's not taking part in one of the 200 science experiments that are planned for her mission.

Nyberg said she grappled with the idea of spending six months away from her son.

"But after going through it in my head for a long time, this is a dream I had since I was a young child, myself," Nyberg?told Parenting magazine. "I don't think I would be setting a very good example for my son if I were to give up on my dream."

Karen Nyberg?completed her doctorate in mechanical engineering at the University of Texas at Austin in 1998. That year, she joined NASA's Crew and Thermal Systems Division, working as an environmental control systems engineer on improvements in the space suit thermal control system and evaluation of firefighter suit cooling technologies.

In July 2000, she was selected as a mission specialist by NASA. She spent two weeks in space in 2008 on a space shuttle Discovery mission, STS-124, which delivered the Japan's Kibo module to the space station.

Nyberg will launch toward the space station with European Space Agency astronaut Luca Parmitano, Russian cosmonaut Fyodor Yurchikhin. They will join Russian cosmonaut Pavel Vinogradov, Russian cosmonaut Alexander Misurkin, and NASA astronaut Chris Cassidy as the crew of Expedition 36.

Construction of the $100 billion orbiting lab began in 1998 and it has been permanently staffed with rotating crews since 2000. It is roughly the size of a five-bedroom house with a wingspan the size of a football field.

Stocks slip below record levels; Dow holds 15,000

NEW YORK (AP) ? Stocks are edging lower on Wall Street as a powerful market advance slows down.

The Dow Jones industrial average fell 22 points to 15,082 Thursday, a decline of 0.2 percent. The Dow had closed above 15,000 for the first time on Tuesday.

The Standard & Poor's 500 index lost six points to end at 1,626, a fall of 0.4 percent. It was the first loss for the S&P since May 1.

The Nasdaq composite index was off four points at 3,409, or 0.1 percent.

Tesla Motors soared 24 percent after the electric car maker posted its first quarterly net profit since it was founded a decade ago.

Two stocks fell for every one that rose on the New York Stock Exchange. Volume was lower than average at 3.3 billion shares.

They're going to live long, prosper, and ... drive Audis? Original Mr. Spock actor Leonard Nimoy teams up with Zachary Quinto, who plays Spock in the rebooted "Star Trek" films, for a new car commercial that's already cruising into the hearts of Trekkies.

In the ad, Nimoy beats Quinto in a game of online chess, and then the younger actor proposes a challenge. They'll meet at the country club for lunch and golf, and whoever gets to the club last buys the meal. Quinto zooms off in his new sleek Audi S7, while Nimoy struggles to even fit his golf clubs into his Mercedes.

There are "Trek" references aplenty, including Nimoy making a tractor beam joke, lens flares paying homage to J.J. Abrams' frequent use of them in his 2009 "Star Trek" movie, Nimoy singing his 1968 song "The Ballad of Bilbo Baggins," a re-enactment of Spock's martyrdom from "Wrath of Khan," and a masterful comeuppance thanks to the Vulcan nerve pinch.

Nimoy himself tweeted a link to the ad with the note, "Always enjoy my friend @zacharyquinto. But trying to beat me out of a free lunch is not logical. LLAP (Live Long and Prosper)."

And Quinto also took to Twitter, writing, "i thought my friend @TheRealNimoy would win our bet on the up and up... guess i was wrong."

"Now THIS is a commercial that? will get to outer space faster than the two Spocks," wrote one YouTube fan.

"Star Trek: Into Darkness," with Quinto once again playing Spock, hits theaters May 16.

Nectar-feeding bats and busy janitors have at least two things in common: They want to wipe up as much liquid as they can as fast as they can, and they have specific equipment for the job. A study in the Proceedings of the National Academy of Sciences describes the previously undiscovered technology employed by the bat Glossophaga soricina: a tongue tip that uses blood flow to erect scores of little hair-like structures exactly at the right time to slurp up extra nectar from within a flower.

The bat's "hemodynamic nectar mop," as the paper dubs the tongue tip, features speed and reliability that industrial designers might envy, said lead author Cally Harper, a graduate student in the Department of Ecology and Evolutionary Biology at Brown University. As a matter of what nature can evolve, she said, the tongue tip is surprisingly clever.

"Typically, hydraulic structures in nature tend to be slow like the tube-feet in starfish," Harper said. "But these bat tongues are extremely rapid because the vascular system that erects the hair-like papillae is embedded within a muscular hydrostat, which is a fancy term for muscular, constant-volume structures like tongues, elephant trunks and squid tentacles."

In other words, the bat's cylindrical tongue has a mesh of muscle fibers that contract so that the tongue becomes thinner but longer (extending farther into the flower). The discovery reported in the paper is that the same muscle contraction simultaneously squeezes blood into the tiny hair-like papillae.

As blood is displaced to the tongue tip, the papillae flare out perpendicular to the axis of the tongue. In their erect state, they not only add exposed surface area, but also width, allowing the tongue to function as a highly effective nectar gathering device.

The entire extension and retraction of the tongue tip occurs within an eighth of a second. Hovering requires a lot of energy, so nectar-feeding bats must get a lot of calories quickly for it to be worthwhile.

Scientists knew about the papillae before this paper, but had always thought they were as passive as the strings on a floor mop. Recent insights by other scientists into the mechanics of hummingbird tongues prompted Harper to take a closer look at the shape of the tongue tip in bats and how it is involved in gathering nectar.

In detailed anatomical studies, Harper was able to observe clear vascular connections between the main arteries and veins of the tongue and the papillae. In experiments she could get them to erect by pumping in saline.

But the color videos of bats feeding on nectar, while challenging to create, Harper said, were especially convincing.

"That was one of my favorite parts of the study ? the Aha moment," she said. "We shot color high-speed video of the bats gathering nectar, which is challenging to obtain because color cameras require a lot of light and the one thing that bats don't like is a lot of light."

But along with professors and senior co-authors Beth Brainerd and Sharon Swartz, Harper figured out how to focus a lot of light right where the tongue tip would be without shining any of that light into the bats' eyes.

What Harper could then see is that when the papillae extend, they turn from a light pink to a bright red as they fill with blood.

"That was really the icing on the cake as far as nailing this vascular hypothesis," Harper said.

Harper said she does not know for sure whether other nectar-feeding bats also have blood-activated papillae on their similar-looking tongues. The honey possum might also employ the idea, the authors speculate in PNAS.

Other species such as hummingbirds and bees employ different rapid means of morphing their tongues for improved nectar feeding. Any or all of these highly evolved designs, the authors speculate, could give people technological inspiration.

"Together these three systems could serve as valuable models for the development of miniature surgical robots that are flexible, can change length and have dynamic surface configurations," Harper, Brainerd and Swartz wrote.

Or maybe the discovery can just be applied to making one heck of a mop.

U.S., Russia seek new Syria peace talks; rebels skeptical

MOSCOW/BEIRUT (Reuters) - Russia and the United States agreed to seek new peace talks with both sides to end Syria's civil war, but opposition leaders were skeptical on Wednesday of an initiative they fear might let President Bashar al-Assad hang on to power.

Mindful the conflict may be far from over, Britain has urged fellow European Union states to lift an arms embargo, arguing it would strengthen those rebel groups favored by Western powers.

Visiting Moscow after Israel bombed sites near Damascus and as President Barack Obama also faces renewed calls to arm the rebels, U.S. Secretary of State John Kerry said late on Tuesday that Russia agreed to work on a conference in the coming weeks.

An East-West disagreement that has seen some of the frostiest exchanges between Washington and Moscow since the Cold War has deadlocked U.N. efforts to settle the Syrian conflict for two years, so any rapprochement could bring an international common front closer than it has been for many months.

Israeli air strikes, reports of the use of chemical weapons and the increasing prominence of al Qaeda-linked militants among the rebels have all added to international urgency for an end to a war that has killed more than 70,000 people.

But with Syria's factional and sectarian hatreds more entrenched than ever, it is far from clear the warring parties are ready to negotiate with each other. Most opposition figures have ruled out talks unless Assad and his inner circle are excluded from any future transitional government.

"I believe the opposition would find it impossible to hold talks over a government that still had Assad at its head," said Samir Nashar of the opposition's umbrella National Coalition.

"Before making any decisions we need to know what Assad's role would be. That point has been left vague, we believe intentionally so, in order to try to drag the opposition into talks before a decision on that is made."

In the past, the United States has backed opposition demands that Assad be excluded from any future government, while Russia has said that must be for Syrians to decide, a formula the opposition believes could be used to keep Assad in power.

Opposition members said they were concerned by comments from Kerry in Moscow, echoing Russia, that the decision on who takes part in a transitional government should be left to Syrians.

"Syrians are worried that the United States is advancing its own interests with Russia, using the blood and suffering of the Syrian people," said National Coalition member Ahmed Ramadan.

Inside Syria, where rebel groups have disparate views, a military commander, Abdeljabbar al-Oqaidi, told Reuters: "If the regime were present, I do not believe we would want to attend."

There was no immediate response from the Syrian government, which has offered reforms but dismisses those fighting it as terrorists and puppets of outside powers - the West, Turkey and Arab states opposed to Assad's ally Iran.

EU ARMS BAN

If fears of an escalation of the war are driving new peace moves, they have also set some Western powers looking again at their military options. Washington said last week it was rethinking its opposition to arming the rebels, and on Wednesday it emerged Britain has been lobbying the EU to let it do so, too.

Several EU governments are resisting French and British efforts to get the embargo lifted, concerned that the move could escalate the two-year-old conflict.

In a paper seen by Reuters, London suggested ways the ban could be amended to get arms to the National Coalition. Existing sanctions expire on June 1. With France, the other main military power in the bloc, Britain is trying to persuade Spain, Austria, Sweden and others to ease opposition to arming the rebels.

But with the prospect of the conflict spilling across a volatile region central to global energy supplies and transit routes, major powers also have, as Kerry told Putin on Tuesday, "very significant common interests" in pushing for a settlement.

"The alternative," Kerry later told a joint news conference with Russian Foreign Minister Sergei Lavrov, "is that Syria heads closer to an abyss, if not over the abyss and into chaos".

Both sides fear a failed state in Syria could provide a base for hostile militants willing to strike around the world.

Last June, at a conference in Geneva, Washington and Moscow agreed on the need for a transitional government in Syria, but diplomacy has foundered since then, and the mediator of the Geneva conference, former U.N. Secretary General Kofi Annan, quit in despair, saying differences among powers were too wide.

Kerry said the conference might be held as early as this month, though no venue has been set.

Russia, backed by China, has vetoed three U.N. Security Council resolutions hostile to Assad. Alarmed at Western powers' use of a U.N. mandate to oust Muammar Gaddafi in Libya, Moscow and Beijing are wary of such interference in their own affairs.

RISK OF POWER VACUUM

Recent developments have focused minds on the risks of wider war in the Middle East.

The White House said last month that Assad's troops probably used chemical weapons - which Obama has called a "red line" that would mandate a strong, if unspecified, response. The government and rebels each accuse the other of using poison gas, a charge both sides deny. British Prime Minister David said on Wednesday there was evidence Assad's forces "continue" to use sarin gas.

But despite pleading from the opposition, Western leaders have been reluctant to weigh in by arming the rebels, especially as Islamist fighters have pledged allegiance to al Qaeda, highlighting the risk to the West that a poorly managed change of leadership in Syria could bring hostile militants to power.

Israeli air strikes in recent days - which Israeli officials said hit Iranian arms headed for Assad and Tehran's Lebanese allies Hezbollah - underlined the risk of cross-border conflict.

The violence has inflamed a confrontation between Sunni and Shi'ite Muslims in the Middle East, with Shi'ite Iran supporting Assad, and Sunni powers like Saudi Arabia backing the rebels.

Tehran warned of unforeseeable consequences if Assad were toppled and said only a political deal would avert a regional conflagration: "God forbid, if there is any vacuum in Syria, these negative consequences will affect all countries," Foreign Minister Ali Akbar Salehi said. "No one knows what will happen."

Diplomatic sources in Moscow made clear the latest push for peace was being driven by growing alarm following the Israeli air raids, the possibility of foreign arms pouring into Syria and the possible use of chemical weapons.

Moscow and Washington have also signaled they want to improve cooperation on security matters since the Boston Marathon bombings, which U.S. officials suspect was carried out by ethnic Chechens who had lived in Russia. U.S. officials said FBI chief Robert Mueller had been in Moscow on Tuesday to discuss the bombings, but gave no details.

In a further sign of Washington's efforts to improve ties with Russia, Kerry avoided any sharp public criticism of Moscow's human rights record when he met civil rights activists in the Russian capital on Wednesday before his departure.

In Syria, Internet connections and phones to the outside world were restored after a day-long blackout that officials put down to a technical fault on a cable but which opposition activists said was deliberately imposed for military operations.

GameStop confirms June 1 end to PlayStation 2 trade-ins, will continue selling used stock 'for several months'

GameStop is shuttering its PlayStation 2 trade-in business as of June 1st, a company spokesperson confirmed to Engadget. "We can confirm that as of June 1st we will no longer be accepting the PS2 console or its related product for trades," the statement reads. Several of GameStop's retail locations confirmed to our sister site Joystiq that the June 1st date was accurate after a Reddit posting showed what appeared to be an in-store sign saying as much, and the statement today offers a bit more detail.

For instance, GameStop won't end sales of used PlayStation 2 hardware, software and accessories -- both in store and online -- until "several months" after the June 1 cutoff. Those sales, of course, depend on "remaining stock from trades." Additionally, GameStop reminded us that it's totally pumped for the upcoming PlayStation 4. "We are very excited about the upcoming PS4 and are making room in our stores for it and other new platforms expected this fall," the statement says. And hey, with all the extra space available in GameStop stores by "holiday 2013" (when the PS4 is expected to land at retail), it looks like GameStop will be ready for business. Sony launches a trio of VAIO notebooks for Japan

Spring is here, which means it's high time that Sony refreshed its laptop line for the cool kids in Japan. The company is talking up a quartet of new VAIOs including the previously-reviewed Duo 11 as well as the unfamiliar trio of the VAIO Fit 15E, Fit 14 and Fit 15. Delving deep into that last model, the 22.5mm-thick unit comes with a 1,920 x 1,080 touchscreen display and runs the 64-bit version of Windows 8 on a 2GHz Intel Core i7-3537U CPU. Look deeper and you'll find 8GB RAM, Intel HD Graphics 4000, 1TB of hybrid storage as well as 802.11 b/g/n WiFi, NFC and an Exmor R webcam. Mobile ads help grow Facebook's 1Q revenue 38 pct.

NEW YORK (AP) ? A year ago, Facebook was just testing the waters of mobile advertising, causing plenty of headaches for investors ahead of its massive initial public offering.

It has since eased those worries.

On Wednesday the world's biggest social networking company said nearly a third of its advertising revenue came from mobile in the first three months of the year, helping to push total revenue up 38 percent to surpass Wall Street's expectations.

"They are making the transition to mobile faster than anyone anticipated," said Sterne Agee analyst Arvind Bhatia. "It seems like they are delivering."

Facebook Inc. said Wednesday that its net income was $219 million, or 9 cents per share, in the January-March period. That's up from $205 million, or 9 cents per share, in the same period a year ago, when it was still private.

Revenue grew to $1.46 billion from $1.06 billion, above analysts' expectations of $1.44 billion.

Excluding special items, mainly related to stock compensation expenses, Facebook earned 12 cents per share, matching the average of analyst expectations, according to FactSet.

Menlo Park, Calif.-based Facebook said that its mobile advertising revenue was 30 percent of its total ad revenue in the first quarter, amounting to $375 million. That's up from 23 percent, or $306 million, in the fourth quarter. In the third quarter ? the first time it disclosed such figures ? the company generated 14 percent, or $153 million, of its advertising revenue from mobile.

Investors had been worried about Facebook's ability to grow mobile revenue since before its initial public offering in May 2012. That's because although the number of people who access Facebook on smartphones and tablet computers has been growing quickly, Facebook didn't begin showing ads to those users until last year.

David Ebersman, Facebook's chief financial officer, said most advertisers did not specify that their ads be shown only on desktop computers or only on mobile devices, "rather they put their ads into our system and allow us to show the ads on whatever device where the ads will perform best."

Bhatia thinks Facebook will fare even better on mobile devices once Zuckerberg firms up its plan to make money from the growing audience checking into Instagram, a photo-sharing service that the company bought last year for $521 million. The analyst believes Instagram will play a bigger role in Facebook's business next year.

Wedbush analyst Michael Pachter said the results are likely to quiet skeptics who doubted Facebook's ability to mine its growing mobile traffic for revenue. He was particularly impressed by the 23 percent increase in Facebook's mobile ad revenue, even though the company's overall ad revenue for the period dipped 6 percent from the final three months of last year.

"Their mobile business is probably bigger than any mobile business on the planet other than the (wireless telecommunications) carriers and Google," Pachter said.

Facebook started showing mobile advertisements in early 2012. In the third quarter of last year, the company generated 14 percent, or $153 million of its advertising revenue from mobile. In the fourth quarter mobile ads represented to 23 percent, or $306 million.

Research firm eMarketer says Facebook's share of the U.S. online advertising market is growing. This year, the company is expected to take a 6.5 percent share of U.S. online ad spending, up from 5.9 percent in 2012. Still, that figure is far behind Google Inc.'s 41.6 percent.

On the mobile front, eMarketer expects Facebook to take a 13.2 percent share of U.S. ad revenue, up from 9.5 percent in 2012, the first year it made any money from mobile ads. Though Facebook is No. 2, it is far behind Google in U.S. mobile advertising. EMarketer expects the online search leader to take a 54.7 percent share of U.S. mobile advertising revenue this year.

The company also grew its user base during the quarter. This has also been an area of some concern to investors amid chatter of "Facebook fatigue," especially among younger users, surfacing in recent months. But Facebook said its monthly user base grew to 1.11 billion accounts as of the end of March, up 5 percent from 1.06 million at the end of December.

The number of users who access Facebook every day, on average, grew 8 percent to 665 million in March, from 618 million in December.

Gartner Inc. analyst Brian Blau said the ongoing growth of daily users suggests that the service is a tough habit to break.

"The network remains in full force," Blau said. "You have to give them a lot of credit."

That doesn't mean there won't be concerns about some Facebook users, especially teenagers, migrating to other mobile applications and digital outlets to hang out with friends and share slices of their lives, said Forrester Research analyst Nate Elliott.

"There is always going to be something new in social," Elliott said. "The question is how much of it is a threat to Facebook? All Facebook can do is keep those users coming back and make money off those users. And Facebook seems to be doing both of those things reasonably well."

Instagram now has 100 million monthly users, up from 22 million when Facebook agreed to buy the company in April 2012.

Facebook's stock rose 12 cents to $27.55 in after-hours trading. The stock closed down 34 cents on Wednesday. It is up 3 percent since the beginning of the year compared with an 11 percent increase for the Standard & Poor's 500 index. Facebook went public on May 18, 2012, at $38 per share, a price it hasn't hit since.

Charging electric vehicles cheaper and faster

Apr. 30, 2013 ? Researchers at Chalmers University of Technology have developed a unique integrated motor drive and battery charger for electric vehicles. Compared to today's electric vehicle chargers, they have managed to shorten the charging time from eight to two hours, and to reduce the cost by around $2,000.

Saeid Haghbin, doctor of electric power engineering, undertook his doctoral studies in order to develop the optimal electric vehicle charger. The result is a novel high-power integrated motor drive and battery charger for vehicle applications, where a new power transfer method has been introduced involving what is known as a rotating transformer.

"The ideal scenario would be to have a charger powerful enough to charge a car in five to ten minutes, but this would cost over $100,000, which is more expensive than the car itself," says Saeid Haghbin. "The question we posed was: how can we reduce the size, weight and price of the on-board charger."

Since the electric motor and the inverter are not used during battery charging, the researchers looked into the possibility of using them in the charger circuit and building some kind of integrated motor and battery charger. In other words, would it be possible to use the motor and inverter in the charger circuit to increase the charging power at a lower cost?

"Instead of having a separate isolated battery charger, we introduced a new concept for the power transfer, the rotating transformer, which was developed to transfer electric power while rotating," says Saeid Haghbin. "The battery is charged through the transformer and a split-phase electric motor that was especially designed for this purpose."

The Chalmers integrated charger is, from a university perspective, still on laboratory level. To achieve a more optimal system, further investigations and experimentation are necessary. However, the product has resulted in both a Swedish and an international patent. Chalmers is trying to find a potential industrial user, and Volvo AB is working on the concept for further enhancement to be used in its system.

"Electric cars have been discussed as a possible solution to reduce carbon emissions for a long time, but scientists debate whether this mode of transportation is the future or not," says Saeid Haghbin. "If we manage to solve the main problems with the battery and the battery chargers, I think the electric vehicles will succeed. And in general, I think electric transportation will become more common in the future, for example trains, trams and plug-in hybrids."

Each year since President Eisenhower proclaimed May 1 as Law Day in 1958 as a day to recognize and honor the United States' legal system, every president has issued a proclamation focusing on the theme for the current year's celebration.? Law Day is aimed at helping people "appreciate their liberties and affirm their loyalty to the United States, especially with regard to equality and justice.? It also aims to cultivate respect for the law, which is vital to the democratic way of life."

According to the American Bar Association, the theme for Law Day 2013 is Realizing the Dream:?Equality for All. "The promise of equality under the law is what has made America a beacon to other nations. It is a pledge clearly set forth in the Declaration of Independence and in the opening words of the Preamble of the Constitution, 'We the People.' "

President Obama has continued the tradition of issuing a proclamation to honor Law Day, which we are reproducing in its entirety for our readers.

A PROCLAMATION

As a Nation, we are bound together not by the colors of our skin, the tenets of our faith, or the origins of our names. What unites us as Americans is our allegiance to an idea articulated more than two centuries ago: that "all men are created equal; that they are endowed by their Creator with certain unalienable rights; that among these are life, liberty, and the pursuit of happiness." In the years since that declaration, we not only forged a Republic of, by, and for the people; we also set ourselves to the task of perfecting it, and bridging the meaning of those words with the realities of our time.

This Law Day, we look back on our long journey toward equality for all. We reflect on the Emancipation Proclamation, issued by President Abraham Lincoln 150 years ago to mend a Nation half-slave and half-free under the unifying promise of liberty. We remember when Dr. Martin Luther King, Jr., stood in Lincoln's shadow a century later and gave voice to a dream, sounding the call for an America that truly lives out the meaning of its founding creed. We honor the courageous men and women who fought to bring those ageless ideals of freedom and fairness into the rule of law -- from the Civil Rights Act and the Voting Rights Act to Title IX and the Americans with Disabilities Act.

Even now, that work is not yet finished. Opportunity remains painfully unequal for too many among us; justice too often goes undone. Law Day is a chance to reaffirm the critical role our courts have always played in addressing those wrongs and aligning our Nation with its first principles. Let us mark this occasion by celebrating that history, upholding the right to due process, and honoring all who have sustained our proud legal tradition.

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, in accordance with Public Law 87-20, as amended, do hereby proclaim May 1, 2013, as Law Day, U.S.A. I call upon all Americans to acknowledge the importance of our Nation's legal and judicial systems with appropriate ceremonies and activities, and to display the flag of the United States in support of this national observance.
