How states fared on unemployment aid, at a glance (AP)

The number of people seeking unemployment aid rose last week for the first time in a month. But the rise comes after weekly claims fell to their lowest level in three and a half years in the previous week, and the overall downward trend suggests hiring could accelerate soon.

Here are states with the biggest increases and decreases in unemployment benefit applications, and some of the reasons for the changes. The state data is for the week ended Dec. 17, one week behind the national figures:

States with the biggest decreases:

Pennsylvania: Down 3,667, due to fewer layoffs in the construction, plastic and educational services industries

Michigan: Down 3,523, due to fewer layoffs in construction

Illinois: Down 3,092, due to fewer layoffs in services, trade and construction

Georgia: Down 2,133, due to fewer layoffs in manufacturing, services, trade and construction

Texas: Down 1,747, no reason given

Florida: Down 1,688, due to fewer layoffs in agriculture, manufacturing, construction and retail

States with the biggest increases:

California: Up 4,754, due to layoffs in services

New York: Up 1,163, due to layoffs in construction, educational services, and the real estate, rental and leasing industry

Investigators say Union Hill garage fire was arson

A garage fire that occurred in the 22800 block of Northeast Union Hill Road in unincorporated King County outside of Redmond has been determined to be arson by investigators.

Sgt. Cindi West with the King County Sheriff's Office said the fire occurred around 12:30 a.m. on Monday and was contained to the garage, which is not attached to the house.

West said Tuesday morning that the garage and everything inside, including two cars, were declared a total loss. No one was home at the time.

West said the fire is still under investigation and is unable to release any more details other than that it was intentionally set.

"It's an arson, but nothing ?has been released at this point," she said.

About 18-20 firefighters from the Redmond and Duvall Fire departments, along with Eastside Fire and Rescue responded to the fire, which had fully engulfed the garage by the time firefighters arrived, according to Redmond Fire Cap. Don Sanderson.

Sanderson said firefighters could smell a gasoline odor when they arrived. One firefighter did injure his knee while battling the blaze and was transported to a local emergency department as a precaution.?Sanderson called the injury "minor" and said the firefighter is expected to make a full recovery.

Ministry proposes to provide Air India 330 bln rupees

NEW DELHI (Reuters) - The aviation ministry proposes to provide 330 billion rupees to cash-strapped Air India by 2017 as part of the government's 12th Five-Year Plan, according to a working group report seen by Reuters.

The proposed aid would include an equity infusion of 199 billion rupees into the loss-making carrier and 112 billion rupees for aircraft projects, including purchases and maintenance, the report shows.

The report says the total debts of India's airlines are expected to rise to $20 billion in 2011/12 ending March as they struggle with rising oil prices, high sales taxes on jet fuel and below-cost pricing driven by fierce competition.

State-owned Air India, which is burdened with a debt of $4 billion, said on Thursday its board had approved issuing 75 billion rupees worth of shares to its lenders as part of its financial restructuring. It gave no details on the exact stakes lenders may own.

A consortium of Air India's lenders last month gave broad approval to its financial restructuring, a source previously told Reuters.

Air India is expected to account for more than half of the projected total losses of $3 billion for Indian airlines in 2011/12, the Centre for Asia Pacific Aviation has said.

Domestic air passenger traffic is expected to grow by 12 percent a year until 2017, the working group report shows.

The aviation ministry also proposes to spend 175 billion rupees on the development of airports, the report shows.
